housing arrangements for Roma. An opportunity for urban redevelopment
Domenico Pizzuti
After completion of the census of Roma in Naples and province in the months from June to October 2008, with the work of the government commissioner Prefect Alessandro Pansa pursuant to the order of the Prime Minister Ministers of 30 May 2008 No 3678, enters the implementation phase also for accommodation of Roma families surveyed with the creation of three new centers and a village equipped with two islands in Scampia by the town of Naples and the monitoring of the government commissioner, after the release of funds amounting to 24 national and regional million euro (Corriere del Mezzogiorno, August 6, 2009, p. 9).
It should be noted first that paradoxically a government that has made security a flag by establishing the crime of illegal immigration, has pragmatically address the Roma issue to define the extent and provide a more liveable accommodation of Roma groups in the area surveyed. It remains to determine the extent to which the projects to be implemented in the Naples area represent an actual excess of segregation and exclusion represented by the shame of the "camps" tolerated for too many years in the 'indifference of the institutions, citizenship and some of the same church premises. Beyond the acceleration impressed by the Commissioner of the Government carrying out the tasks, and an almost non-existent debate on the subject perhaps to avoid stirring up hostilities spread of the population, it should complain about a total exclusion from the social policies of the Department of the City of Naples in the formulation of projects of housing associations and groups working to achieve recognition of the rights of the Roma populations in spite of design projects that have not been submitted feedback.
Second, beyond some alarmed reaction to an alleged further from the ghettos of North Naples, it seems that the most livable housing arrangements for all of the Roma populations represent a gain of civilization and humanity in the "global village" so to speak, and while the enhancement of the affected areas unless they are abandoned to their fate as the previous host village behind the prison Secondigliano achieved in 2000. It will facilitate the exchange already exists with the rest of the neighborhood with the schooling of children, cultural integration and the provision of goods necessary for survival. Ben
are interventions that aim to reduce the social distance between groups with appropriate urban redevelopment projects, such as "Guidelines for integrated planning and the overcoming of Roma in Scampia, and the upgrading of the indicated in art. 132 implementing rules DPGR PRG 323/04 Variation and surrounding areas ", by month to the authorities concerned by the social promotion" Who ... who is not Roma and "non-profit organization and other groups working for the overall improvement of an area inhabited by Roma groups. These guidelines provide that the area in question, as per plan, is intended to benefit the neighborhood and the entire city and equipped with facilities and services necessary for growth and improvement of living conditions of all people, primarily those who live in the neighborhood, making the coexistence of Roma and Italian.
We believe this is the direction that must govern the overall redevelopment of an area from the construction of the village for Roma families who live and live on this territory for five years and maybe more. It 'an opportunity for urban redevelopment that is not lost.
